Small to mid-sized companies are generally held to the same rules and regulations as large companies, only in smaller quantities and less frequently, leading owners to believe that HR responsibilities can be distributed among administrative staff without compromise to quality. Small businesses deal with the same issues relating to at-will employment, discrimination, meal and break periods, record-keeping and retention requirements, and leaves-ofabsence at varying degrees.
However, the risks you take are far greater — one significant employment claim could have a severe negative impact on your business; or worse, it could shut you down. So, once you decide to spring into action and add a dedicated HR professional to your team, how can you be sure that you don't pick a bad egg?
HR generalists are experts in many areas of human resources; the one thing you can count on is those you interview will have stellar resumes and will interview like superstars. They will respond to your questions with strong answers and will have the right tone, body language and eye contact — it's what they do. These guidelines will assist you in making the best choice with the best candidate.
Understand Your Needs
Conduct a job analysis to identify the specifications and the knowledge, skills and abilities necessary to perform the job satisfactorily. Create a list of each job function; i.e. payroll, employee relations, benefits administration, training, etc. and then determine the percentage of time that will be required to perform each function effectively. Include interviews with supervisors and employees to identify their HR needs and consider conducting a survey or research among other HR professionals for additional outside input.
Create a Job Description
Develop a comprehensive position description that clearly identifies the essential functions of the job. Include physical and environmental exposure. Add a signature line acknowledging the employee's agreement to abide, and include right-to-revise wording.
Network
Use your professional connections and ask for referrals. Your friends and business associates will generally refer only those who will leave a good impression.
Prepare for the Interview
Review the position description and the candidate's resume to prepare appropriate questions to ask during the interview. Develop a list of core questions that are specific to the requirements for the position for all candidates. Then add questions based on your review of each resume. Make sure your questions are related to the knowledge, skills and abilities required to perform the job. Try to stick to openended questions. Avoid questions that can be answered with "yes" or "no."
Personality Counts
It is essential you not only select a candidate who has the technical skills, but prepare questions that will help you to establish a successful fit in the organizational culture. Will your supervisors and employees feel comfortable going to HR with sensitive issues? Does the candidate possess the professionalism to maintain confidentiality and refrain from gossip? Does your candidate have a strong sense of confidence and ability to influence?
Get a Second Opinion
Always have another manager interview all candidates you are considering for hire. Sometimes you will miss something important someone else will catch.
Check References
While many companies have policies that limit the release of information, make the effort to ask for references and check them. More often than not, I have been successful in obtaining pertinent information about job candidates. Use the Internet to gather additional information about your candidate.
Certification
The Human Resources Certification Institute (HRCI) offers global, national and California state HR certifications that identify both depth and breadth of knowledge in the HR field. Look for the PHR, SPHR, CA-PHR, CA-SPHR or GPHR ensuring that your candidate has passed a rigorous proctored test of knowledge.
