It is becoming a Valley Industry and Commerce Association tradition to establish a formal list of legislative priorities for the upcoming year. It began in 2011 with VICA’s 11 Legislative Priorities for 2011 and continues with our 12 Legislative Priorities for 2012.
The priorities are a list of public policy issues that will receive special attention from VICA during the upcoming year. The list was vetted by the board of directors and VICA’s general membership. Six of the items included in the list have significant implications for business leaders across the state, including those in the Santa Clarita Valley.
The importance of California’s entertainment industry is no secret. In fact, I highlighted the need for filming credits and incentives in a Santa Clarita Valley Business Journal article earlier this year, “Film Production Credits Vital to Local Economy.” This is why one of VICA’s legislative priorities in 2012 is to expand the State Film Production Tax credit to encourage more production in the state of California for films, TV and commercial production. This is an industry that creates $3 in jobs for every $1 invested.
Education is another crucial component to recovery and our state’s economic future. VICA plans to take the lead this year in urging the Legislature to assess California’s higher education funding structure to better utilize federal funding mechanisms and balance public investment with affordability for students and their families. Our business community needs an educated workforce and that starts with a strong and effectively-funded education system.
Statewide environmental issues have a huge impact on development projects that are important job creators. VICA will lead the push for California Environmental Quality Act reform in order to eliminate project delays by external actors for political, business or personal purposes and extend AB 900 provisions to all projects. CEQA has been abused for disingenuous reasons; we must protect projects that will put people back to work.
Water is a critical environmental issue that is often overlooked. Addressing California’s chronic water shortage to ensure that all Californians have an adequate and reliable source of water will be among VICA’s top priorities in 2012. VICA is committed to ensuring it is a priority issue for our elected leaders.
California’s contentious labor laws have been a point of frustration for the business community for years. A central issue of this debate is the flexible work week. This is why reinstating the flexible work week by allowing employees to work 40 hours during a given week instead of the current eight-hour workday made VICA’s priority list. Workplace flexibility is an ongoing issue for VICA, and we will continue to push for change in these laws.
The final statewide issue on VICA’s 12 Legislative Priorities for 2012 list has been heating up as the year comes to a close. Public pension obligations are skyrocketing and governments are no longer able to handle the cost. It’s an urgent matter for all taxpayers, and elected officials are finally starting to take action. In the New Year, VICA will support public pension reform that raises the retirement age, bans abusive practices such as “spiking” and “double dipping,” and ensures that public employees pay their fair share of pension costs.
VICA understands that these priorities are a significant undertaking, but knows the importance of achieving these goals. Being at the forefront of many of these issues for several years, VICA is uniquely positioned to take the lead on this central legislation. The business community deserves to see action in these areas and VICA will lead the charge.
