The Changing State of Redevelopment in California and What it Means to Santa Clarita
Redevelopment, as defined by the California Redevelopment Association, is “a process authorized under California law that enables local governments to revitalize deteriorated and blighted areas in their jurisdictions.” But for most local governments in California today, redevelopment is a vital part of economic development that, as it stands now, is at a crossroads.
On Dec. 29, 2011, the California Supreme Court upheld ABX1 26, which eliminated 425 redevelopment agencies statewide and halted those agencies’ efforts to enhance infrastructures, eliminate blight, create jobs, and revitalize neighborhoods. The California Supreme Court also struck down companion legislation, ABX1 27, which would have allowed redevelopment agencies to survive if they contributed money to the state (otherwise known as “pay to play”). Governor Jerry Brown took aim at redevelopment as a way to cut the state’s budget deficit.
Immediately after the Supreme Court delivered its verdict, the city of Santa Clarita began working with CRA and the League of California Cities to ensure the best parts of the redevelopment program remain in action. This included the introduction of state legislation, which would extend the Feb. 1, 2012 date the Supreme Court ordered redevelopment agencies be dissolved and allows cities the opportunity to work with the legislature to formulate and propose an alternative to the full dissolution of redevelopment as we know today.
As these efforts continue, it is important for residents and business owners to understand the successes and accomplishments that have resulted from Santa Clarita’s Redevelopment Agency, and how to take action and get involved in supporting the city’s efforts to save the best parts of redevelopment.
Santa Clarita Redevelopment Agency’s Accomplishments
Redevelopment has been instrumental in revitalizing many parts of Newhall, which is home to many of the area’s historic points of interest, specialty shops, and much of the affordable housing. Since the formation of the Newhall Redevelopment Project Area in 1997, efforts to enhance this vital part of our community have resulted in numerous accomplishments, including:
1. Development of the Downtown Newhall Specific Plan
The DNSP was created following an extensive public participation process, which evaluated the history of Newhall, current conditions, and revitalization strategies in other communities. The plan is the community’s roadmap for success as it focuses the efforts of the city and the Redevelopment Agency. To ensure the plan is working for residents and businesses located in the area, the city is consistently soliciting feedback and modifying the plan’s development code to ensure that it is user-friendly.
In January 2012, the City Council approved modifications that make the permit process easier, allow over-the-counter signage approval at the City’s Permit Center, and gave business owners permission to display merchandise outdoors.
2. Investments in Infrastructure
Since the formation of the Redevelopment Agency, numerous public investment projects have enhanced the Newhall area and created more than 300 jobs since 2006, with 135 in 2011 alone. These projects include the Newhall Community Center, the Newhall Metrolink Station and parking lot, Creekview Park, the new Streetscape on Main Street, Veterans Plaza, the new 30,000 square-foot library, building improvement grants for business owners, and roadway improvements for Railroad and Newhall avenues. These public investments have transformed and revitalized Newhall and set in motion changes that are being carried out in a true public-private partnership.
The city also began hosting weekly events in Old Town Newhall to encourage residents to shop, dine and enjoy time in this truly unique area. The seasonal weekly Farmers’ Market, the successful monthly SENSES block party events and the Art Walks have resulted in thousands of new visitors and increased sales for the small businesses that call Old Town Newhall home.
3. Private Investments
As a direct result of the city’s investment, business and property owners have begun to take a look at their storefronts and buildings and invest their hard earned money in façade improvements, new custom fencing, the addition of outdoor dining areas, and landscaping – all of which add value to the business, the area, and encourage new and repeat customers. In total, nearly a dozen private business owners have implemented improvements to their properties, while the area has welcomed a host of new businesses, including Pulchella Winery Tasting Room, B. Dry, Fresh, The Poached Pair, Out West Marketing, Skincare by Valeria, and Labels.
City of Santa Clarita’s Commitment to Revitalizing Newhall
The city of Santa Clarita is committed to the revitalization efforts in Newhall, despite the current challenges. The city is supportive of state legislation, which temporarily postpones the Feb. 1, 2012 dissolution deadline to preserve the ability to develop a new job creation and neighborhood renewal program.
In addition to support of legislation to preserve the best of redevelopment, the city of Santa Clarita remains committed to developing programs focused on job creation, hosting ongoing events in the area, encouraging business development, and the overall elimination of blighting conditions.
We are moving full-speed ahead with the Old Town Newhall Library and construction is expected to be completed this summer, with an opening scheduled for fall 2012.
Unfortunately, without the approval of a new redevelopment-style program, these coming projects are in jeopardy of not moving forward:
1. The Newhall Avenue Development, which is a proposed affordable housing project that would be developed on property owned by the city
2. The roundabout project for Newhall Avenue, featuring a new and iconic public art component. One third of this project’s costs were to be paid from redevelopment funds
3. Development of the city-owned block adjacent to the new library
4. A comprehensive marketing and branding campaign for Newhall, new property acquisition, and the development or rental of future parking facilities
