The BIA/LAV and NAIOP met with LA County Metropolitan Transportation Authority to discuss and be updated on the Congestion Mitigation Fee Pilot Study. Metro is still more than a year away from presenting its final plan; it has set forth a series of “guiding principles” to help craft the program. At issue and of concern at the meeting, is how the money is collected and how it will be spent. Metro will not be responsible for how jurisdictions spend their congestion fees, so it will be up to the individual communities to decide how they spend the monies on projects that will move the most people and not just a new set of funds to widen roads and highways.
